The 478th Civil Affairs Battalion has a long and distinguished history of service in many areas throughout the world. Historically, USACAPOC(A) was one of four major subordinate commands composing the U.S. Army Special Operations Command (USASOC). Sergeant First Class David Garcia of Miami, Florida was one of the Free Iraqi Force instructors chosen for the mission. He was voted by the Free Iraqi Force members as the outstanding civil affairs instructor. Public Affairs, Joint Task Force Bravo, Leadership with Joint Task Force-Bravo (JTF-B) conducted an operational familiarization visit, July 19-21, to meet, engage and interact with three civil affairs teams (CAT) who are forward deployed from Soto Cano Air Base, Honduras. Generally, foreign assassinations and most other actual use of force operations are done in collaboration with classified elements of the U.S. military & intelligence communities such as the CIA and not within IO Units themselves unless absolutely necessary, such as if ambushed unexpectedly.
